I think I may have come up with a way of steadying my hand to draw. I've been looking over pretty much every lineart how to on DA so far for tips. I only wish we could search everything ever submitted like we use to be able to. The top layer is nice  but...

For super smooth line art, people use vector lines.

Personally, I've started using small, quick brush strokes to get the thing drawn, then turn up the brush stabilizer to the max setting and trace over it. It feels less like cheating XD

Is the stabilizer settings thingie on PS itself or part of the tablet?

Its a setting on Sai at least. I don't know if PS has it. Tablets themselves have surprisingly minimal settings.

I usually just take short, quick strokes. It's a bit messier, but I can't seem to manage keeping steady with longer strokes either. Just draw however you feel comfortable really. You can manage to make smooth lines with shorter strokes, it just takes a little more time. However you feel most comfortable drawing, that's how you should draw. <3
